This is due to that the port is not forwarded both UDP and TCP.

announce is fine, its a problem on the end of the person running the server. Forward correctly, and you're fine.

If linux, make sure you chmod +x both the samp server binary and announce

This might be happening because you've not port forwarded or bought any sort of hosting.

Try port forwarding there are tons of tutorials around *******

Dude, I've no single clue what you're up to..?

Just port forward if you want your server to be on "Internet tab".
