Hello am not sure if its a bug or not but everytime i play on any server every vehicles does not load at all i only can see the car wheels are others etc, and i do have mods such as sounds and fonts etc, but i dont think that would make this issue if anyone as had this issue before it will be helpful if you post here.

may be setup san andreas again or vga driver proplem update the driver .if not reinstall windows

Hmm I suggest you to delete few your new mods and check your internet speed.
