Lol, if the router starts, of course the IP changes, because you have dynamic IP.
Anyways, this is not the correct section

Get a dial-up/phone/broadband. Simple as a caterpillar.

Get no-ip, and point a cname record to server.yourdomain.tk/com your no-ip hostname.

The problem sounds that your local IP changes as soon as your router gets offline, this is normal because the DHCP server in the router stops and most likely drops all current IP addresses.

In order to solve this problem and give yourself a manual IP address you can either make a reservation in your DHCP list(on the router) or change your network settings do a static one

contact your ISP and ask them if you can order a static ip.[you will need to pay for it, of course].

Stop recommending him stupid options which are not even relevant to his problems, he wants a static IP address, he has a static WAN IP just not a static local IP address.

Sorry if i had didn't explained well, but i said him to contact his ISP[INTERNET SERVICE PROVIDER] to give him a STATIC IP[EXTERNAL IP which DOESN'T CHANGE even if the MODEM RESTARTS]
