open server.cfg and change max_npc to whatever number you want or add it if its not there

I'm not a user of that plugin. Here's my idea's though.

Have you checked inside the FCNPC.inc file?

If it's not in there and the plugin doesn't provide a function for it, i imagine the plugin would read from the server.cfg file and set it from there.
