I'm not in fond of this idea as i think that people should go to other programming forums for help.

i mean is there already one out, like virtualscripting.com or whatever it was called
the reason i ask for this is because i am crap at scripting, but if there isn't one out there i could make one if good scripters would join

Pawn isn't used in many other things, the only other big open source deployment of pawn is SourceMod which is a pawn scripting engine for Source games (CSS, TF2 etc).

well tbh, i want a more indepth approach, like a wiki with tutorials as well as a forum on one site
