That depends, what kind of website and server are you running? Playerbase, average number of views...

SA-MP is a light gameserver. Shouldn't consume much memory even on a high playerbase. You should worry more about the website/webserver as that can consume a heavy amount of RAM. I would advice installing nginx as it's a light webserver. Choose CentOS 5 or 6 as the OS. Minimum bandwidth - 512GB. I'd recommend 1TB though. Hard Drive above or around 10GB should do fine unless you're going to store mass amounts of data on the VPS. And 512MB RAM will be enough for starters.
