the ENB series is a DX patch - its a post-effect, that means it affects the entire display, after the graphics including the chat are drawn, gets modified.
your screenshot looks like a "good" configures Depth-Of-Field filter enabled, with a range like 32 pixels. the chat will blur the same amount as long its being displayed over an area which is ALSO affected.
if you increase the minimum-range for the DOF filter, then the chat on a close area will not get blurred - same with the x,y coordinate for that pixel.
my settings affect the chat only a bit, its still readable, even when its in the sky (very large distance, therefore always unsharp)

...also try DOFBlurinessRange=1, but it wont look that neat anymore.
oops, almost forgot the DOFNumberOfPasses, its set up quite high (32 "layers" for different levels. set it to 4 or 8 for now, 32 layers wont be affected by only 2 depth-levels, so 4 are good already)
if you also set a decent bloom, it might help you at evening (only a bit, since the chat will blur even more!)

pay attention to the last: ShadowBlurRange - increase it to 32 or 64 (your GPU can handle that)
and heres another mistake in most settings: the anti aliasing. total waste of power, and affecting the quality in a negative way sometimes. set it OFF: (also in game, when you are at a high resolution and far away enough from the monitor)

..that only doest NOT FORCE the aa setting, feel free to switch it off ingame aswell, at high refreshrates, its also unnoticable. (like in interlaced modes where the picture seems to be even smoother AND you can see sharp due to missing aa)
btw: at most settings, the Quality=0 is the best quality, if any setting is eating too many GPU, raise it up to 1 or 2, like for water, reflection, occlusion settings.

edit: you can open the enbseries.ini, and apply changes while you are ingame!
login, enable enb, get annoyed, switch to desktop, change 1 or 2 settings, save the .ini file, return to game, enable ENB again. et voila
