It means it has no effect as they don't have enough posts/rep themselves (or haven't been registered for enough time - no official information was given about it).

In the future, please use ****** or the forum search. A simple ****** search for 'samp grey rep' gave me an instant result.

Last time I checked (seconds ago) there was a rule against abusing the rep feature:

Do not abuse the private message and reputation systems.

Giving negative rep without a valid reason is NO abuse, but absolutely allowed. Abusing here means using the rep message to post text that is violating the other rules. This means e.g. offending someone with it, or sending advertisements. In that case you can report it to some mod, but not if you just dont understand the reason of the -rep.

Actually it's probably about getting your friends to rep you, or 'rep for rep'.
