Does SA: MP server really load SAfull.hmap? If so, why isn't there any native function?

this file gets loaded by the MapAndreas plugin, which has 2 native functions only.
the FCNPC plugin also uses a similar file, but with a different name...

I know MapAndreas uses these files, but are they loaded without plugins? If not, what are the strings doing in server executable?
