This is not for SA-MP.

So I was thinking about the police department, do you think for a startup roleplay server it would be better to keep the highest ranks like Chief as NPCs who would only appear on the forums, and have the highest ranking player as a Captain or a Lieutenant, maybe even a Sergeant? That way they could realistically go around on patrol with the officers while still having a reasonable amount of power to manage their own area of the department.

To start I think you should keep everyone as a cadet, and let the ranks be earned, but if people ask where the Chief is make up an RP story like he/she is out of town in Vice City on a Business Trip.

Don't just give out the ranks to new players.. Let them apply aswell.. otherwise you give out the ranks and they might never come back!.

Oh obviously whoever I pick is going to have to apply, be trusted, and have extensive knowledge on law enforcement. Everyone will have to apply.

It's not for SAMP it's for another game.
