I wanted to ask, how does the AFK detection work in SA-MP 0.3x ?
I mean like pressing ESC or just being idle without moving or typing ?

it shows only if you pause or are having internet problems

Yea i meant like, it shows hourglass next to your name if you went idle for specific time ?

It goes like that as soon as the incoming internet activity of that user gets low. Which is when he pauses, when he loses connection, or when YOU lose connection.

If you time-out, you will see all players around you with an hourglass. Not sure why it's client-side...
