All of them are at VirtualWorld 0 just set it to 1 or higher and you got it fixed.

Currently there isn't just set your VW as said by Lady-Happy, that may be a solution. Or just make your own Casino Interior.

I once used this to disable them but as far as I remember it missed one (unpopular) casino at northern LV.
