To do this you have to create invisible object then attach it to vehicle using:

AttachObjectToVehicle(objectid, vehicleid, Float:OffsetX, Float:OffsetY, Float:OffsetZ, Float:RotX, Float:RotY, Float:RotZ)

Then attach the camera to the object using:
