Where do i need to put libmysql.dll?
i put it in plugins folder, and is says;

libmysql goes to folder with samp-server.exe, not plugins

Could you printscreen your "general" folder? Also did you modify name of the dll somehow?

You need to download that specific file and replace or put it into your "system32" folder found on your Local Disk wherever you installed your Operating System and find the folder named WINDOWS.

Example: C:\WINDOWS\system32

Seriously! DLLs (Dynamic Link Libraries) are always part of a greater package. In this case, that package is the Microsoft Visual C++ 2012 Redistributable package.
