On some servers, after opening, my game does not respond.
On other servers, it lets me play fine.
I've tried re-installing multiple times, made sure all my files and game cache are fine, deleted gta_set. What else can I do?

I think they are using SA-MP 0.3e Im not sure !!
If they are not try unistall all your mods if you got!

They'll have 0.3e I guess...

If you have the steam version of SAMP, it can be pretty buggy. Also, I think some people are, or at least were having a similar problem with 0.3x where they would disconnect. I think this was on windows 7.
Also make sure you have v1.0 of GTA (Might have reset during reinstalls).
Sorry, most of what I said was pretty corny advice, but I'm not sure what else the problem may be.
