but I don't know how to make my self and others admin. Help me please.

Script files / users/ (your name).ini and look for some admin things and set it.

I tried seting the value on admin to 1 and 100 but is not working.

Or /rcon login [password] and then try the /makeadmin command.

Make sure your command (or whatever) doesn't check RCON login. If it does, then try RCON login.
