Which 1 iz better to use

For now, 0.3e, because its stable and most players use it.
But if you're developing a gamemode, then go for 0.3x.

Of course 0.3x is gonna be a better version but since it's a release candidate (RC) version go use 0.3e till its release.

Alpha (Main Development) -> Beta (Development & Main Testing) -> Release Candidate (Final Testing & Fixing, adding minor details, usually stable) -> Release (Stable, finished version)

Its in release-candidate which is open for everyone to test, but nobody is, because of advice like this.

Depends what you mean by use. If you are just a player, then you use whichever the server you wish to play on uses.
If you are a server host it depends if you want to be getting ready for the final release and updating/testing your script for 0.3x, or are satisfied with running 0.3e until you are forced to update.

So neither is better in every way
