I am currently creating a gamemode;

Am I allowed to create a topic with the information? And keep it updated but when I get to a steady like version release? Maybe V1 or something I put the download?

Or is this not allowed?

You can create the topic with the information and have to put the download link too. You can update the thread anytime if you have any new version of your gamemode.

Going with samp_india's comment....if you release an amx you need to release a pwn as well. No code is to be released without its corresponding source.
