Are we aloud to use these, on our own forums site?

These aren't copyrighted. So, yeah you can use 'em in your forums.

Why do I need permission if they're on the default vBulletin package? It's not copyrighted, if it was then SA-MP forums shouldn't use them, neither should any forums with it.

That's still not copyrighted, though.

Consult the license to see what you can and can't do. From experience I know that IPB uses the silk icons from FamFamFam which are released under Creative Commons 3.0. I do not know, however, if vBulletin if also used such a package or if they made the icons themselves. You would have to consult the license.

There are hundreds of icon packages out there, ****** it. You don't need to copy this particular one
