If you are pinging his home IP. ISP's commonly stop you pinging there IP's. That or his router blocks it.

None it uses icmp echo packets. echo-request is most likely blocked. Why do you need to ping it?

If you are trying to join his server or something, make sure the server port is opened.

I wanted to know how much ping would people from around the world would get and that website was just perfect

There must be option to accept ping request's or something like that in router advanced settings

It will only show the ping from the website to the router, not your ping to their router.

Most routers block outside ping, so attackers cannot find people's servers.
