In terms of management I would definitely vote for LS-RP, I wouldn't even call Next Generation a role play server. It's more a pay-to-win DM fest.

SAMP-RP RU is definitely a good server, I have been on there once but their gamemode looked very feature rich, obviously it was in Russian so I couldn't do much, but the fact they have 4, 1000 slot servers must mean something. From my personal experience in the end I'd probably vote for LSRP, just because I had some really good times there for a longer period of time.

The one time I joined it it was full of Russians who were DM-ing eachother and carjacking everything.
