BUT! I need way to restart my srv with PHP?! how?
i'm starting it with this command:
./hlds_run -game cstrike -port 7777 +maxplayers 20 +map de_aztec

enter your IP at the input where epic-play.com is now, and after that the port.
Below the your rcon pass.
And done.

Don't use phpmyadmin button, because it's pointless for you.

You can use this, but if you don't trust it and want it on your own server hosted, you can buy it from me for like 5 dollar or something lol.
Maybe I give it free.
