That's not a UCP. That's a login page.

Looks good to me. I'd suggest to move login button a bit down and maybe make it a bit taller and text inside it bigger.

But for the design, It's pretty cool. Alot of wasted BG-space however. You could fit a nice SA theme pic there.

You can make webserver handle .html as PHP files, but thats not the point of thread. I think that he just wanted to opinion for him/her UCP login page.

no, a web server cannot handle .html files was php files.(for what i know)
PHP have his own extension(s), which are .php and .phtml.
