Hmm,try installing Microsoft.NET framework.
And then try.

If that doesnt works,
Reinstall Gta Sa and SAMP.

Try deleting your Gta.Set located in Documents>GTA San Andreas User Files>Gta.set

if this issue have not been fixed by the Solution Above.

THEN try checking your Task Manager for the process if it's still running - then close it.

if not;

Try reinstalling your entire GTA as a last resort.

This crash is usually caused by game modifications.
Install GTA to a NEW directory, to ensure nothing of the old mods are left behind and that all files are 'vanilla'.

SA-MP should work fine afterwards.
