Well, that looks right to me.. are you SURE you have the following:

SA:MP 0.3b
OpenSSL Lite
.NET Framework
Plug-ins folder with correct plug-ins.

Take a screen of your server directory.

Have you tried re-compiling the script on your system? I packaged it up with the source and a compiled version, delete the compiled version and re-compile it on your system.
