Is your RAM, or memory in full use? It's highly recommended to upgrade your Windows XP to service pack 3 and make sure your fire walls are allowing SA-MP client.

I had the same problem,Re-Installed Windows. Re-Installed GTA SA. Re-Installed SA-MP.
WHAT TO DO NOW TO GET IT FIXED GUYS?!
