why does this happen? i changed the port. still, nothing!
help me fix it?

You already uses the port to something else.
Go down to the "Windows" button and enter the search field and write /cmd, up comes a box like this one. Then you do /ipconfig - Diffrent IPs are comming up, I think you shall use the IPV adress. Then go into the server.cfg and change the IP adress to the chosen one in your command prompt.

Port range of 1 - 1024 are in use by the system, rest are free to be used for any other purposes.

Make sure you're not binding to an IP you do not own. It's best to not bind to an IP address, unless you know for sure you have that directed to the server at all times.
Dynamic IP addresses will not work if you're trying to bind to one, you must have a static IP address if you're home hosting.

i know this thing i can help u that 100% work
Goto Control panel>>>Windows Firewall>>>Advanced Settings(on left side)>>>Inbound Rules
In the inbound rule click NEW RULE(on right)
Then click on port>>> then 'TCP' and 'All local Ports' then ' Allow the connection'
After this there will be 3 options of when does this rule apply TICK ALL THREE
after this Type name as "MY SAMP SERVER" click finish
After this do these STEPS (on ABOVE 3 LINES) with UDP..
THIS WILL HELP YOU 100%
