Also for our project (New York Roleplay) We are making a whole tire new rolepay environment instead of using San Andreas, since we want a whole different atmospheric to our roleplay along with real life, and never seen before features to SA-MP.
Don't get me wrong, I do love other Roleplay servers taking place at any other place, its just that I hate them refunding, and giving out VIP, I am just a Roleplayer that just wants to start fresh, like I just arrived from Los Santos, and C-RP so far has that feeling.

I agree to you on the most parts but;
- I personally like Los Santos the most, because it's wide varity of places. You got ghettos, office places, villas and trailer parks all within one city. Well this is mostly because my roleplay community isn't based on one special aspect (like mafia or gang only), the only downside is that it's harder to find other players to interact with.
- As for the refund stuff, I also agree to you. This only closes down the server's economy. I made the mistake of providing some too high rewards for jobs, but I was able to swiftly nerf the economy system to make it better. All we have is starters money, which you ICly took from where you came from. We just temporarily have an action where new players get a small reward for joining.
Still, it's still posible to buy one of the cheapest vehicles (Tampa and Clover) with the starters' money, to balance it out.

We're dealing with the same issue, sadly.
Our players, and also myself, are reviewing the server good enough. I asked them to fill out a simple survey and be honest in it. Many players like the script, development, way admins are acting and the fact that we won't touch IC things too much. This means that rules won't be enforced OOC when it's an IC issue.
As for tutorials, they are mostly boring but nice to show you around the server. If I try a RP server I don't need one explaining me how to roleplay, but I want to know the server locations. Just in some cases they are way too long.
