Fail Much 2/10 , I Suggest you to use Jernjel's Map editor , Its More helpful with 0.3e objects , your in need of a Big area to map at which doesn't exist at MTA objects...

Seems like a nice plan for a city.

What I'd suggest is: DON'T MAKE IT FLOAT.

By that I mean that you should add some proper ground, not like it's floating above water
