First, I don't speak English.
I just installed GTA San Andreas and SA-MP 0.3e.
I downloaded the new server for Windows - 0.3e version, created a command to handcuff me: SetPlayerSpecialAction (playerid, 24);
After using it, I can not enter in vehicles or use weapons, but the hancuffs animation is not working.

Windows 7 Ultimate 64 bits (admin user)
gta_sa.exe file size: 14.385.152 bytes
No mods, no CLEO, blank game mode.

had the same problem today, its just with skinid 0
