Well you need to download the .amx file or both .pwn and .amx if you wish to modify it, then you need to add it to the filterscripts folder on your server, and add to the filterscripts line on server.cfg.

Well there's 2 options you have, the first is:

Home-host the server. To do this you must download either the windows package for windows users of course, http://files.sa-mp.com/samp03e_svr_win32.zip or Linux http://files.sa-mp.com/samp03esvr.tar.gz once you've done this you can add the files to the server package and start the server.

Your other option is to buy a hosting service such as Volt-Host - http://volt-host.com/ which can be cheap if it's a small server.
