Is there a such thing as ban evading here?

My friend recently got banned, and he wants to come back. If he creates a new account, will it just get banned again?

Yes. If you are banned then it's for a reason, why would you be allowed to evade it by creating a new account? Pretty illogical question!

He'll have to wait until his ban expires.

Lol. Because he did something pretty stupid. And he has a lot of work released on this forum.

He has already made a new account, I wont say what his name is, but he want's to put all his work on his signature, but he doesn't want to get banned again.

If he did something bad enough to get a PERMANENT ban then he definitely does not deserve to be here.

There's difference, some bans are added on their IP address, if so, it means they are not allowed to create anymore new accounts, otherwise, if it's a username ban, it means the account is banned and you have lost everything, but it doesn't mean you cannot start over and create your own new account.

No, that's incorrect.

If you were allowed to make a new account each time you were banned, there would be no point in banning anyone. If admins banned people purely to reset their account, they could just do exactly that - reset their account.

If you are banned and you create a new account so that you are still able to access the things that you can't access on your banned account then you are ban evading. Unless, of course, you have specifically been given permission from an admin to create a new account.
