I can unban players through console?

You can unban an IP through console but assuming that you are using an SATDM edit you have to clear the ban from scriptfiles.

Certain gamemodes use different methods to ban players and some completely ignore samp.ban, so yes, it does generally depend on the gamemode being used. Most gamemodes don't give you the ability through RCON, but you typically can unban using an in-game command to do so.

Rcon banip/unbanip works for all.

satdm not only bans the ip..but also the name of the player so inorder to completely unban someone he has to clear from scriptfiles.

Yes, but when players are banned in certain gamemodes like one of mine, their player file is banned and another file adds their IP. You can't use RCON commands to unban them with that.

Many other gamemodes use similar methods.
