Home hosting, Would you buy?
#1

Instead of basing it off the title base it off the following facts.

1. You'd have choices to different setups
2. You'd get a pre setup server with a secure rcon password
3. You can debate a price
4. You can choose to pay based on ram or slots

So, would you?

Regardless of how your portray it, the connection speed is still not going to be good enough to be hosting anything serious unless you've got a leased line at home (and I doubt this); so in regards to your question even with your stated facts I wouldn't go with a home hosted option no and I'm sure your ISP wouldn't be happy about you selling off your traffic for commercial gain on a home broadband connection.

Nobody said anything to do with upload, but in general Bell does not make their home networks to be housing game servers, even web servers. They make them for you to use for general usage. So they do not provide the best service/connection needed for even other areas of the country even besides yours let alone other countries. Now yes of-course you can play on servers from the UK and such completely fine but lets put it this way if you are trying to play lets says Battlefield 3 on a Germany server your going to experience lots of lag, so they will experience the same thing even on your SAMP server it won't be as noticeable but imagine how better the servers network is up-linked compared to where Bell is setup for house usage only. This will make it even worse and so anybody outside of Bell's network up-link which ain't a lot to be honest will end up with lots of lag issues.

And everything detailed about your offers are nothing special to be honest considering the fact the SAMP itself is based off people being all around the world especially Europe you're not going to go anywhere without lots of complaints.

All very nice in theory. But what if, for example, you have Steam. You want to play a game, and Steam decides it's time to update a game. There goes your bandwith...
