There is a software call "MTA: San Andreas". With this software you can make places, just lilke armies and stuff.
There are many tutorials on how to use this software. Even when you begin using it, the software shows you a tutorial.

The whole software isn't the program to add army base, or maps, it's the map editor.

man i need police office spawn in Lspd he not spawn in lpsd and army spawn any where and need make place for it pls help
