Right, I'm a little confused here, on the majority of server advertisements it says they are refunding or giving out VIP/donator ranks. Where did this refund lark come from, is it because they owned another server, or are they refunding players that have switched from a competing server?
Doesn't giving out freebies like VIP, and a billion dollars kinda spoil the fun of the game as well?
Forgive me if this makes little sense, I didn't know to to explain it.
tl;dr - What are servers refunding for, another server etc?

Well, it can sometimes be just a gimmick to attract players. They kinda disregard the fun and concept of playing in their server just so they can get a few players. After that, their server usually dies again anyway.
But yeah, it is usually a refund from either an old server that was once in existence, and players from that old one would get such bonuses.

They give new players whatever they want to play on their server. Makes no difference if with or without screenshots or other "proofs" from other server's properties, this is a pointless and desperated way to get players.
VIP refunds come from downloaded gamemodes I think. The most used gamemodes got VIP (once "donation") systems, but as noones gonna donate for refund servers anyways, they use the existing feature to get players.
Refunds just completely mess up the servers economy and so kill the fun for all "old players".
New players loose interest in the server quickly as theres no challenge for them.
So all it does is cleaning a server from all players within a short time.

Yeah, it's just an extra incentive, but it doesn't help in the long-run.
