I'm Thinking it Makes a Player Beable to Use 2 Handed Weapons, By Why 0 - 999?

You are right about being able to use 2 handed weapons etc. It's like in single player, there is a skill level for strafing while aiming, and 2 handed weapons. 0 - 999 is just the range in which the game goes by.

From 0-998 changes the accuracy of shooting, with 999 sets the two handed weapon.
