Is it true that OnPlayerGiveDamage called when a player hits another player on the skeleton?

Actually, OnPlayerTakeDamage gets called(atleast on my server) whenever the player loses health, doesn't has to be with a weapon, but OnPlayerGiveDamage, is only getting called when the player damages the other (with weapons/fist).
