Add "password" to your server config on a new line then space and enter the password.

If you wanna block their password, why not just create a ban command? Or you can login to your RCON, then use /rcon ban [Playerid] or /rcon banip [I.P]...

You can just ban them, then they wont be able to use that same account again.
