I saw on another server when the player enters the server and he gets the Login/Register button there was a Gta iv song playing on the start then when he logged in it stopped, how ? xD

The case which you're talking about is using a radio-tool + Incognito's radio plugin! Simply search for it!

Yeah, add under "OnPlayerRequestClass" the function "PlayAudioStreamForPlayer"!
Then, stop it under "OnPlayerSpawn" with the function "StopAudioStreamForPlayer"!
