what is a good program to map vehicles?

You can map vehicles as well with the Multi Theft Auto map editor as far as I know, but creating them in-game in SA-MP is relatively easy as well.

Simply use /save in your vehicle at the desired position and the AddStaticVehicle line will appear in savedpositions.txt in your GTA SA user files folder.
