Hi , i have a simple question : is there a tutorial about how to make a login/register system using dini+zcmd ? if yes , please give me the link. thank you.

There are hundred tutorials about how to use dini. Search on ****** "samp dini tutorial" and I am sure you will find a lot. Then just convert the register/login command to ZCMD.
