No Major citys
1) Palomino Creek
2)Fort Carson
3)Montegomery
4)Blueberry
5) Other.

Pardon? You said Other, I suggested a Boat, Where you can add motel interior to live in, And get some jobs (Cleaner, Hotel Manager(Owner Job), Fixer (For lights and stuff)

I believe you can create a good RP server at all these locations. A bit of advice to you though, don't start in a big city. Imagine like 4 players in LS, that would suck. It's better to start in one of the locations in your list for instance. And later on, merge to LS. I personally do not have a favorite though. Good luck!
