Are we allowed to use NGG scripts that are heavy edited by ourselves?

No, servers that do generally tend to get blacklisted.

How does samp/people consider its originated from "NGG script."? People can just remove stuff so it wont look like it is from NGG

When everything in your server is the exact same as it is at NGRP, but if you heavily edit it there's a chance nobody will notice, but it's still not allowed.
I doubt there's much you can "heavily edit" in the script without using another script all together, there are so many variations of released GF edits.
It's not very fair to use something without the consent of its original creators though. Fair enough that NGG use GF, because that was originally released by its FeaR (as was PEN:LS) intentionally at some stage, whereas NGG never has been.

Why should it be allowed? You are not even meant to have the script, let alone edit it.

Just because one changed strings or added/removed some commands around does not classify as a heavily modified script contrary to popular belief.
There shouldn't be any grey area with it, Pawn isn't all that complex of a language, just script your own and you won't have to worry.
