Hello,
when a new version of sa-mp gets released, is the pawn application changed or they only change the includes inside?

Only the includes get changes.

When there is a new version, just download server pack from sa-mp.com.... Easy done.

Pawn stays the same,only the includes are being updated.
Thats true for all versions of SA:MP releases.

Usually:
- Windows: announce.exe, samp-server.exe
- Linux: samp03svr, announce
- PAWN includes (a_samp, [...])
- Client
