My friend is hosting our Clan server of GgT of PTP Server. But we dont have .pwn for the GM. So can i create .pwn for a .amx file? We only have .amx file and we'r running our server but i want to edit the GM and cant file the .pwm for the Game Mode!

You can with DeAMX, but you get .pwn which is big shit.
