I'm creating a new server with a scratch gm.. It will be freeroam (missions,houses etc...)
Wich City should i take ? LS, SF, LV ?

Yup, make it in the whole San Andreas, or don't create a freeroam gm.

If u mean missions like cops and robbers then go fr LV but if u mean full free roam then thers no city fir free roam as the name tells the whole story

Map a whole new city and place it there, be unique.

If you are doing a freeroam script, you don't need to choose a certain city. Only roleplay and roleplay-related servers do that.
