Does GetPlayerSkin communicate with the client to get the skin or does the server keep track of the players skin every time it is set and store it?

It gets the player's skin, probably it is server sided.

Yes but how does it get the skin? Is the skin stored to a variable or does the server need to communicate with the client to get the skin?
