I was wondering what it the best setting for a server with a look on mapping in it? the mapping is in the GM.

This is what mine is now:
maxnpc 1000
onfoot_rate 50
incar_rate 50
weapon_rate 50
stream_distance 550.0
stream_rate 2000

Do i make these highier and if so whats the highest it can go before it starts to creat issuse?

Edit: I have 7000+ objects/Mapping in the GM.

You dont have to change anything i think... even if you have 100000 objects.
