First question: Why when I spawn a Tram in railroads in SF I can't drive the Tram, what to do ?
Second question: Can be driven Brown Streak (Train) in railroads in SF ?

Sure you can.
You can't spawn them in game.
If you noticed, it would print 'only add trains with addstaticvehicleex' (or addstaticvehicle), don't remember well.

a brownstreak needs to be spawned using the AddStaticVehicle, it also creates the trailers (model 570, use /dl to see them). spawning them like any other car, using CreateVehcile, is not (yet) possible. when you spawn a tram (possible ingame since its 1 single vehicle i assume) close to the rail and save its position, even in SF btw, then you can replace the id 449 (tram) by the brownstreak ( 538 ) and you have a clear ready-to-use train ^^
